Senior Advisor
Kelley Goes leads Jackson Kelly PLLC’s Communications, Marketing, and Business Development teams and serves as a Member of the Firm in its Business Department. Based in Charleston, West Virginia, she drives the firm’s branding and business development strategies, supporting attorneys in building meaningful client relationships and pursuing new opportunities.
Drawing on her combined experience as an attorney, client, and former marketing and communications executive for the West Virginia Department of Commerce, Kelley brings a uniquely integrated perspective to business growth and relationship management.
In her legal practice, Kelley represents public lenders and private entities in commercial transactions that fund infrastructure and economic development projects. She also advises political subdivisions on financing community enhancements and supports government entities and statutory boards on legal and procedural matters.
Earlier in her career, Kelley practiced in Big Law, litigating patent infringement cases for a major energy company and earning a U.S. Department of Justice Certificate of Commendation for her advocacy in federal litigation involving natural resource recovery. Beyond litigation, she has structured complex financial and land deals, mediated commercial and contract disputes, and represented clients in government relations at both state and federal levels.
Kelley’s public service includes leadership roles as State Director for U.S. Senator Joe Manchin, Cabinet Secretary for the West Virginia Department of Commerce, and Executive Director of the West Virginia Development Office. She chaired multiple state authorities and councils, oversaw multimillion-dollar investment initiatives, and helped shape legislation supporting economic development and broadband expansion throughout West Virginia.

Having coached lawyers at various stages of their careers, I truly believe that anyone can learn to attract and retain clients and connections. I feel comfortable meeting the client where they’re at and building from that point.

Lawyers market themselves as experienced practitioners, which, while correct, does not distinguish them to prospects. Figure out how to solve the prospect’s problems. What pressure is the prospect under? Usually anything to do with lawyers is taking away from a prospect’s primary responsibilities, so how can you stay out of the way? Then market that knowledge and understanding to the prospect.
